Kyoto's problem is not what to see, it is when — the same lanes that are silent at 07:00 are shoulder-to-shoulder by 11:00. This plan is built backwards from three early starts (Kiyomizu-dera at its 06:00 opening, the Arashiyama bamboo grove before 08:00, Fushimi Inari's torii tunnel at first light) and runs Tuesday to Thursday, the one three-day window that clears every closure in the plan; each day then stays inside one geography so no afternoon is lost crossing the city. These are long days by design, roughly 11 to 13 hours door to door, with a sit-down break built into each — if that is more than you want, the bail-out points are named in the stops. Budget about ¥27,000 per person for admissions, local transport and eating well, lodging aside; a third of it is two deliberate splurges (the shojin-ryori lunch inside Tenryu-ji, the last-night obanzai) and the plan still works if you cut both. Stay in Kyoto, not Osaka: the whole strategy is walking out of your door at 06:15, and a 30-minute commute from Osaka deletes it.

Day 1 — Southern Higashiyama at dawn: Kiyomizu-dera, the stone lanes, Gion after darkSouthern Higashiyama at dawn: Kiyomizu-dera, the stone lanes, Gion after dark

06:30
Kiyomizu-dera Temple
sight · 90 min · ¥500 · Kiyomizu-dera, 1-294 Kiyomizu, Higashiyama-ku
Kiyomizu-dera, 1-294 Kiyomizu, Higashiyama-ku
Opens at 06:00 year-round — this is the single best early-start lever in Kyoto, and arriving at 06:30 buys you the veranda essentially to yourself. Closes 18:00 (18:30 in July–August). Bring cash; card payment at temple ticket windows is unreliable across Kyoto. Special night viewing runs three short windows a year (roughly late Mar–early Apr, mid-Aug, late Nov) with entry to 21:00 — if your dates overlap, this is worth doing twice. Why the plan starts on a Tuesday: five closures constrain it — Izuju (Wed/Thu) and Kagizen (Mon) today, Nishiki's Wed/Sun shop closures, Nijo's Ninomaru on Tuesdays in Jul/Aug/Dec/Jan, and Ippodo's 2nd-Wednesday closure on day 3. Tue–Wed–Thu is the only run that clears all five. A Saturday start also clears them, but it puts Higashiyama and Arashiyama on a weekend, which is exactly the crowd this itinerary is built to dodge.

Ninenzaka and Sannenzaka
sight · 45 min · free · Sannenzaka, Higashiyama-ku
Sannenzaka, Higashiyama-ku
The preserved stone-stepped lanes running downhill from Kiyomizu-dera. At 08:15 the shops are still shuttered and the lanes are empty — that is the point; by 10:30 they are a slow-moving queue. The steps are genuinely slippery when wet. Photography of the lanes is fine here (unlike the private alleys in Gion, see the evening stop).
09:15
Kodai-ji Temple
sight · 60 min · ¥600 · Kodai-ji, 526 Shimokawara-cho, Higashiyama-ku
Kodai-ji, 526 Shimokawara-cho, Higashiyama-ku
Founded by Nene in memory of Toyotomi Hideyoshi; the draw is the garden, the bamboo walk and the lacquer work. ¥600 covers the temple and the Sho Museum; ¥900 adds Entoku-in next door. Open 09:00–17:30, last entry 17:00. Matcha and a sweet in the garden teahouse is about ¥500 extra. Illumination evenings run in spring, August and late autumn (17:00–22:00) — a separate visit, not this slot.

Yasaka Shrine
sight · 45 min · free · Yasaka Jinja, 625 Gionmachi Kitagawa, Higashiyama-ku
Yasaka Jinja, 625 Gionmachi Kitagawa, Higashiyama-ku
Free, open 24 hours, and the hinge between Higashiyama and Gion — the vermilion gate at the top of Shijo-dori is the one you have seen. Walk through into Maruyama Park behind it (Kyoto's oldest public park, and its most famous weeping cherry) before doubling back for lunch.
11:45
Izuju
food · 60 min · ¥2,200
Izuju, 292-1 Gionmachi Kitagawa, Higashiyama-ku
Kyoto-style pressed sushi across the street from Yasaka Shrine's west gate, open since the late Meiji era. The saba-zushi (mackerel, from Tsushima) is the thing to order; the mushi-zushi in winter is the other one. Open 10:30–19:00, closed Wednesday and Thursday — the closure the Tuesday start is partly chosen around. If your dates force a Wed or Thu here, swap in Okutan Kiyomizu (yudofu since 1635, closed Thursdays, ~¥3,150). Lunch sits in the ¥1,000–3,000 band; a saba-zushi set with tea lands around ¥2,000–2,600.

food · 45 min · ¥1,100 · Kagizen Yoshifusa, 264 Gionmachi Kitagawa, Higashiyama-ku
Kagizen Yoshifusa, 264 Gionmachi Kitagawa, Higashiyama-ku
A wagashi house in Gion since the Kyoho era, roughly 300 years. Order kuzukiri — arrowroot noodles cut to order and served cold with black-sugar syrup, about ¥1,000 — in the upstairs tearoom rather than buying sweets at the counter downstairs. Open 10:00–18:00, last orders 17:30, closed Monday (Tuesday if the Monday is a public holiday). Made to order, so allow the wait. If your day 1 does land on a Monday, Gion Tsujiri's Saryo Tsujiri tearoom on Shijo is the fallback — open daily 10:00–21:00 with no fixed holidays, matcha parfaits ¥1,000–1,700. This is also day 1's natural bail-out: it is a proper sit-down hour, and if the 06:30 start has caught up with you, ending here instead of pushing on to Gion costs you nothing but the evening walk.

Gion Shirakawa and Hanamikoji Street
sight · 90 min · free · Gion Shirakawa, Higashiyama-ku
Gion Shirakawa, Higashiyama-ku
Two halves: the willow-lined Shirakawa canal north of Shijo, then Hanamikoji's machiya teahouses to the south. The private alleys off Hanamikoji have been closed to tourists since 2024 and entering carries a ¥10,000 fine — the no-entry signs (English, Japanese, Chinese) are legally binding, not advisory, and photography inside them is prohibited. The public streets are open and are plenty. Do not photograph maiko or geiko without being asked to; treat anyone hurrying to work as someone commuting.
17:00
Gion Tanto
food · 90 min · ¥2,500
Gion Tanto, 372 Kiyomotocho, Higashiyama-ku
Okonomiyaki on tatami above the Shirakawa, shoes off at the door, ¥1,080–1,380 a pancake plus sides and drinks. No reservations and waits of one to two hours at peak — arriving at 17:00, before the dinner rush, is the whole trick. Open 12:00–23:00. Good vegetarian and vegan versions, which is rarer than it should be in Kyoto.
NOTE · field note · HOURS: open and well rated, but the stop's "Open 12:00–23:00" is no longer what any current listing shows — the range now runs to 21:30 or 22:00, and one listing has a mid-afternoon break of 15:00–17:00. — checked 2026-08-15

07:30
Arashiyama Bamboo Grove
sight · 40 min · free
Arashiyama Bamboo Grove, Ukyo-ku
Free and open 24 hours, which is exactly why the timing matters: the 400 m main path is near-empty at 07:00–08:00 and impassable between 11:00 and 15:00. There is no ticket and no queue — the only currency here is getting up. Walk it north to come out near Okochi Sanso rather than doubling back.

Okochi Sanso Villa
sight · 60 min · ¥1,000 · Okochi Sanso, 8 Sagaogurayama Tabuchiyamacho, Ukyo-ku
Okochi Sanso, 8 Sagaogurayama Tabuchiyamacho, Ukyo-ku
The hillside villa and garden of silent-film star Denjiro Okochi, at the north end of the bamboo path. Opens 09:00 (to 17:00). ¥1,000 includes matcha and a sweet at the teahouse — collect the ticket stub, it is easy to walk past the tearoom without realising it is paid for. Consistently the quietest thing in Arashiyama because the entry fee thins the crowd.

Tenryu-ji Temple
sight · 75 min · ¥800 · Tenryu-ji, 68 Sagatenryuji Susukinobabacho, Ukyo-ku
Tenryu-ji, 68 Sagatenryuji Susukinobabacho, Ukyo-ku
UNESCO-listed head temple of its Rinzai Zen branch; the Sogen pond garden dates to the 14th century and has never been redesigned. Open 08:30–17:00, last entry 16:50. ¥500 for the garden, +¥300 to enter the buildings — pay both, the Cloud Dragon ceiling in the Hatto hall is usually a separate ¥500 and only open weekends plus special periods. The north garden gate opens straight into the bamboo grove.

Shigetsu, inside Tenryu-ji, 68 Sagatenryuji Susukinobabacho, Ukyo-ku
Tenryu-ji's own shojin-ryori restaurant, inside the Sogen garden — Zen temple vegetarian cooking, no meat, fish, onion or garlic. Michelin Bib Gourmand in the Kyoto-Osaka guide. Serves 11:00–14:00 only. Courses at ¥3,800 / ¥6,500 / ¥9,000; the ¥3,800 is plenty. Reserve at least 3 days ahead for two or more people, and note the ¥500 garden admission is charged separately (already covered by the Tenryu-ji stop above). This is the day's splurge — Arashiyama's street-front noodle shops are the ¥1,200 alternative.
NOTE · field note · CLOSING DAY: Tenryu-ji's own Shigetsu page states the restaurant is closed on Thursdays, which the stop does not mention anywhere — a Thursday day 2 loses the itinerary's designated splurge lunch with no fallback named… — checked 2026-08-15

Togetsukyo Bridge
sight · 30 min · free
Togetsukyo Bridge, Arashiyama
The 'moon-crossing bridge' over the Katsura river, and the postcard shot of Arashiyama with Mt Ogura behind it. Free. Cross to the south bank for the view back — five minutes of walking that most people skip. Then head to Randen Arashiyama station, three minutes east.
14:00
Randen tram from Arashiyama to Kitano-Hakubaicho
travel · 45 min · ¥250
Kyoto's last surviving tram line, and a nicer ride than the bus. Flat fare ¥250 per trip, pay on exit. Take the Arashiyama Main Line to Katabiranotsuji, change to the Kitano Line, ride to the Kitano-Hakubaicho terminus, then either walk about 20 minutes to Kinkaku-ji or take city bus 204/205 a couple of stops. A Randen 1-day pass is ¥700 and is not worth it for a single crossing. City-wide practicalities, since this is the day you use transport hardest: the old ¥700 bus-only day pass was abolished — it is now a ¥1,100 subway-and-bus combo, worth it only above about five rides, against a ¥230 flat bus fare and ¥220–360 distance-based subway fares. An ICOCA or Suica IC card works on all of it and is simpler. Separately, Kyoto's lodging tax rose on 1 March 2026 to a five-band scale charged per person per night: ¥200 under ¥6,000, ¥400 to ¥20,000, ¥1,000 to ¥50,000, ¥4,000 to ¥100,000, ¥10,000 above — a mid-range room lands in the ¥400–1,000 band, and it is collected at the hotel, not in the room rate you booked.

Kinkaku-ji Temple
sight · 60 min · ¥500 · Kinkaku-ji, 1 Kinkakujicho, Kita-ku
Kinkaku-ji, 1 Kinkakujicho, Kita-ku
The Golden Pavilion. ¥500, open 09:00–17:00 daily. Cash only, Japanese yen, and there is no ATM nearby — this catches people out. The route is a one-way loop of about 40 minutes; you cannot go inside the pavilion, and there is exactly one place everyone photographs it from, so late afternoon light across the pond is the compensation for coming after the tour buses. If you would rather trade Okochi Sanso for it, Ryoan-ji's rock garden (¥600, 08:00–17:00 Mar–Nov) is a 20-minute flat walk west and the best add-on here. Day 2's bail-out is the reverse of that trade: skipping either Okochi Sanso in the morning or this northwest leg altogether turns an 11-hour day into a seven-hour one, and Arashiyama alone is a defensible day.

Kyoto Gogyo
food · 60 min · ¥1,400
Kyoto Gogyo, 452 Jumonjicho, Nishikikoji, Nakagyo-ku
Back downtown (bus 205 or the subway from Kitaoji, roughly 35 minutes) for kogashi ramen — miso or soy scorched in a wok over open flame until the broth turns black. About ¥1,290 a bowl. A deliberately cheap, fast dinner after a ¥3,800 lunch, and a short walk from Nishiki Market for tomorrow's bearings.

How we check

Anything with a kitchen or a ticket gate is verified individually: the official site where one exists, plus recent traveler reviews. Public squares, parks and viewpoints get an existence check. A venue we can’t confirm is flagged below rather than quietly kept, and the whole itinerary is re-checked on a cadence — past 12 months without one, the checked claim is dropped and the date above stops being a promise.
